Union Budget 2023–24: announcements relevant to dairy businesses

Agricultural credit target

The 2023–24 Budget announced an agricultural credit target of ₹20 lakh crore, with a focus on animal husbandry, dairy and fisheries. This was a credit target across agriculture, not a ₹20 lakh crore grant exclusively for dairy businesses. Source: Budget Speech, paragraph 23.

Agriculture Accelerator Fund

The speech proposed an Agriculture Accelerator Fund for agri-startups led by young entrepreneurs in rural areas. Its stated aims included affordable responses to farmers’ challenges and the adoption of modern technologies. These were programme objectives, not guaranteed results for an individual dairy project. Cooperatives and infrastructure

The speech described an existing initiative to computerise 63,000 Primary Agricultural Credit Societies with an investment of ₹2,516 crore. It also announced plans for decentralised storage and for facilitating multipurpose, primary fishery and dairy cooperative societies in uncovered villages and panchayats over the following five years. What dairy entrepreneurs should distinguish

A budget announcement, a lending target, a sanctioned loan and an approved subsidy are different things. For a project appraisal, obtain the applicable scheme guidelines, the lender’s written terms and confirmation of eligibility before including any benefit in the financial model.

The announcements summarised above do not establish a guaranteed 10–15% rise in dairy-farmer income or a blanket tax-rate reduction for all small and medium dairy farmers. This article makes neither claim.

Business-planning implications

Prepare a base-case business plan without assuming an unapproved subsidy. Check the investment cost, milk procurement, operating costs, selling arrangements and cash-flow sensitivity separately. Treat any confirmed financial assistance according to its actual disbursement conditions.
